COMPUTERIZED BUDGET OPERATION SUPPORT SYSTEM
It is a powerful Computerized system that manages the LGU’s Budget Transaction which includes the projection of income, preparation, review, and approval of budget proposals, execution of the approved budget, monitoring of Programs/Projects/Activities, and evaluation of LGU’s physical and financial performances.
1. Complete Budgeting Process
The Budget Operation Support System (BOSS) has a complete budgeting Process from Budget Preparation Phase, Budget Review and Authorization Phase, Budget Execution Phase, and Budget Accountability Phase.
2. Embedded Continuous NOTIFICATION for the Departments in submission of the Annual Investment Plan (AIP) & Programmed Appropriations & Obligation by Object of Expenditure (PAOO)
The System has an “embedded” continuous NOTIFICATION to remind Departments for the Submission of their Annual Investment Plan (AIP) and Programmed Appropriation and Obligation by Object of Expenditure (PAOO).
3. “Contactless” Submission, Review, and Approval of Forms
The Budget Operation Support System provides contactless submission, review, and approval of forms across departments to the Budget Officer and other Authorized Approver.
4. Graphical Representation of the Status of Appropriations, Allotments, & Obligations
The SAAO Graph under the Budget Execution Module provides a graphical presentation of the Status of Appropriations, Allotment, and Obligations which aids the Local Chief Executive in monitoring the expenses of the LGU.
5. Automated Generation of Reports required by DBM
Instantly generate various reports used during the Execution of Budget such as but not limited to:
- Allotment Release Order
- Summary of Obligation Requests and Allotment Releases
- Statement of Appropriation Allotments Obligations and Balances
- Per Department
- Summarized
- Registry of Appropriations, Allotments and Obligations
6. Data Build-up of Budget Estimate and Summary Reports
The Input of Budget Estimation and viewing of Summary Reporting in the Preparation and Review Process.
7. Automated Generation of Control/Reference Numbers
The System can automatically generate such as AIP Reference Code, Obligation Request Number, Allotment Release Order Number, etc.
